Very exceptional circumstances

Recently a Home Office spokesman said that the new provisions in the Counter-Terrorism Act 2008 would only be used in “very exceptional circumstances“, which has of course been claimed before for various bits of legislation that have subsequently, and to little surprise, been used in very unexceptional circumstances.
